The image below is an awning style window. The sill of the window is approximately 6″ above the carpeting.  Once open, there is approximately 16″  horizontally and 12″ vertically of clear space (with the exception of the hardware). The distance from this window to the exterior grade is approximately 20 feet, and onto concrete.

I am not certain if this new construction home has received a building final.  If so, the building inspector missed this safety hazard.  As part of a Home Inspection, all obvious safety hazards are noted in the Home Inspection report.

The windows are an extreme safety (fall)  hazard and are not needed to satisfy egress requirements.

My recommendation was to add some metal or wood bars on the inside  so that no sphere smaller than 4″ could pass between.
